The National Service Framework (NSF) for Children’s Services sets standards for Children’s Health and Social Services, and the interface of those services with education. Joint Area Reviews (JAR) and the integrated inspection framework have put a duty on local authorities to implement measures including: appoint a director of Children Services by 2008, establish Children’s Trust arrangements and promote educational achievement for looked after children.
