W e believe that risks are weighted firmly to the downside due to prevailing political uncertainty and a cumbersome business environment.

Key developments

* Despite our expectation for a pick-up in construction activity in 2014, we note that downside risks over the near term come in the form of rising political risk levels. Given the political divisions and simmering ethnic tensions that continue to haunt Bosnia-Herzegovina, we believe that the political climate will remain highly unstable ahead of general elections due in October 2014 - with negative implications for investment, particularly into multi-year projects.
* Aside from political risks, which are heightened in the run up to elections, high levels of corruption and a lack of transparency act as key deterrents to investors, and need to be addressed by lawmakers going forward. We expect GFCF growth to accelerate in the coming years, hitting 3% by 2016, and making a more significant contribution to headline growth.
* Planned public works on infrastructure projects in 2014 should contribute to an increase in industry value over the course of the year. Going forward, we expect government spending to increase at an annual average rate of 2%, with only modest implications for infrastructure spending.
* Recent developments in the power sector indicate a growing level of activity within a sector that has traditionally inhibited investment due to its state-dominated and uncompetitive characteristics.
