The Belgian mobile market is one of the most saturated in Europe, characterised by a slowdown in growth and frequent periods of net losses. The decision of Telenet Tecteo Bidco to exit the Belgian market before it had launched its 3G network demonstrates the difficulties faced by new entrants. However, opportunities remain in the MVNO and 3G/4G market, which saw strong growth over 2013. With no organic growth left in the market, many subscribers are opting for MVNOs over MNOs, with MVNO subscribers growing by 10.7% in 2013 and accounting for over 15% of the mobile market . It is therefore unsurprising to BMI that international MVNOs are looking to enter the market, with FreedomPop announcing a partnership with BASE in July 2014 and we expect more to follow . The late launch of 3G services has generally held back the level of development in the mobile sector in Belgium, however, 2013 represented a huge boost for demand for operators, as mobile data subscriptions rose by 46%. Proximus , BASE and Mobistar have all deployed commercial launches of 4G as of May 2014 and demand for this higher value technology will begin to pick up in 2014-2018.

* Stronger than expected mobile subscription growth was recorded in Q413, with 95,000 net additions reported by the three operators. This resulted in a total user base to 12.638mn.
* 3G/4G subscriptions saw massive growth in 2013, up by 46% y-o-y to 4.632mn, compared to 3.165mn in 2012.
* Fixed line telephone subscriptions declined by about 50,000 to reach 4.6mn. M2M usage continues to grow rapidly, based on data provided by Mobistar, which showed 34.3% y-o-y subscription growth to the end of 2013.
* Investments in Belgium's telecom market rose 49.2% to EUR1.87bn (USD2.55bn) in 2013, according to annual statistics from the regulator, BIPT. Revenue dropped 3.9% to EUR7.26bn (USD9.92bn) in 2013.
