Key Findings
The 44 billion piece Iranian duty paid cigarette market is led by the Iranian Tobacco Company with a 2012 share of 68% although all the majors are present, led by JTI and BAT, the latter having gained share in 2012 while JTI reportedly lost share.

Contraband cigarettes were a major problem; in 2001 they accounted for 71.4% of overall sales. Although their profile has diminished as local supplies have improved, they still accounted for 28.5% of sales in 2011 but they were down at 16.3% in 2012. The increase in VAT during 2013 appears to have reversed this progress with contraband rising sharply again to just under 28% of sales. In 2012 illegal supplies accounted to 8.6 billion pieces, bringing overall per capita consumption up to 667 pieces.
