On the one hand, there is an official fixed exchange rate that is largely overvalued – in spite of a 46.5% devaluation of the domestic currency in February 2013 – coupled with a system of quotas assigned for traveling or making internet purchases abroad. On the other hand, there is a black market exchange rate that fluctuates from being twice the official rate to sometimes eight-fold its value. Until January 2014, Venezuelans were legally prohibited from mentioning or even acknowledging the existence of a black market rate.

The number of domestic trips is expected to decline during the first couple of years of the forecast period given the grim economic outlook for 2014 and the possibility that a small recovery in 2015 will not have a noticeable impact on tourism in 2015.
