Continuous restricted access to foreign currency, combined with strong inflation during the second semester of 2013 led to an increase in the number of outbound passengers. The large gap between the official exchange rate and the black market encouraged Venezuelans to travel abroad in order to have access to subsidised foreign currency that can be later exchanged at the black market rate, which can be six to eight times higher.

Industry Prospects

2014 is expected to be a challenging year for airlines in Venezuela. There is likely to be a drop in passengers after a peak of activity during 2013 due to the large reduction of flights and capacity on the part of foreign carriers caused by a large debt owed by the Venezuelan government to companies. Several airlines like Lufthansa, Avianca, Iberia, Copa, LAN and Aero México have reduced their supply of flights to Venezuela while other companies like American Airlines are keeping the same flights using smaller airplanes. However, Air Canada and Tiara Air have suspended their flights altogether until the debt is paid at the exchange rate at the moment of the sale. Government officials and airline representatives have held meetings but have yet to reach an agreement regarding payment terms.
