With the growing presence of illicit cigarettes and their lower prices, leading players have been pressured to offer discounts. British American Tobacco (BAT) heavily promoted its Rothmans cigarette brand during the latter half of 2013 and in early 2014, whereby consumers could purchase two packs of 20 sticks for R50 in some outlets, or even one pack of 20 for R21.50. This is a saving on the original price of around R30 per pack of 20. The Peter Stuyvesant brand was also subject to discounts, as the operator sought to retain the brand’s position as the leading cigarette brand in South Africa.

Industry Prospects

South African legal cigarette sales will continue to be threatened by the flood of illegal imports into the country. With rising taxes and inflation, low- to middle-income smokers will find the lower cost of illicit cigarettes appealing. Manufacturers have little recourse as the price of cigarettes is heavily regulated, with their only hope being that the authorities will clamp down on the entry of illicit cigarettes into the country. However, they continue to diversify their cigarette product offerings across price segments and tar levels in order to maximise their volume sales and grow share.
