The outlook for upstream activity remains weak but a reversal of France's ban on hydraulic fracturing could facilitate investment in monetising the country's siz e able shale gas potential. Although we have not forecasted further cuts in downstream capacity, we note that the sector remains vulnerable amid falling demand and competitive pressures.

* The French Senate again confirmed its opposition to shale gas exploration, voting in late February 2015 against an amendment supported by the conservative opposition that would have enabled research into the country's shale gas potential. In response to the defeat of the latest pro-shale gas measures, Energy Minister Segolene Royal warned that tapping the country's unconventional potential would not resolve its energy challenges.
* The French industry has continued to press the government to revise its opposition to fracking in the hope of a change in policy. In the hope of facilitating such a policy shift, more than 20 French companies collaborated in founding a Paris-based think-tank, the Centre for Unconventional Hydrocarbons (CHNC), which will work change public attitudes regarding shale gas.
* Representatives from the Union Francaise des Industries Petrolieres (UFIP), a body that represents oil companies in the country, warned in early 2015 of the risk of further...
