In 2011 the Natural Health Products Bill was introduced into Parliament. The bill aims to establish a system for the regulation of low-risk natural health products in New Zealand, as well as establishing a natural health product regulator within the Ministry of Health. It lists prohibited ingredients, requires an online register to which natural health products must be added, regulates the powers to set labelling and manufacturing standards, and details the standard of evidence required for health benefit claims. The first reading of the bill took place in September 2011, and the second reading in March 2013. During the select committee stage the bill changed its name to "Natural Health and Supplementary Products Bill". It is predicted that the third reading of the bill will take place in mid-2015.

Competitive Landscape

Vitaco Health NZ was the leading player within herbal/traditional products in 2014, holding a 12% value share. This remained constant from the 12% value share held by the company in 2013. The company distributes the leading herbal/traditional brand Healtheries, which markets products in several areas, including herbal/traditional cough, cold and allergy (hay fever) remedies, herbal/traditional medicinal teas, herbal/traditional dietary supplements and herbal/traditional tonics and bottled nutritive drinks. During 2014 Healtheries held a brand share of 9%, with value sales of NZD7 million. The company also markets two other brands within herbal/traditional products, Nutra-life and Kordel’s.

Industry Prospects

The passing of the Natural Health and Supplementary Products Bill by parliament is expected to have the most impact on herbal/traditional products over the forecast period. The new bill may result in higher prices for herbal/traditional products and limited product access. It is also predicted that the passing of the bill could make it more difficult for new products to be introduced in New Zealand, given that prohibited and permitted lists of ingredients will be in force. As a result, the impending legislation is a potential threat to growth in the forecast period.
