Pakistan continues to be one of the top countries where the trade of illicit cigarettes is huge. The government has taken several actions against distributors and retailers involved in such trade but the presence of illicit cigarettes continues to severely affect the economy of the country. Tobacco in Pakistan has seen an improvement in terms of a decrease in the domestic illicit cigarettes trade, which is partly due to the efforts made by major companies against domestic illicit cigarette manufacturers and suppliers.

Competitive Landscape

Cigarettes in Pakistan is dominated by two main players: Pakistan Tobacco Co Ltd (a subsidiary of British American Tobacco Plc) and Philip Morris (Pakistan) Ltd (a subsidiary of Philip Morris International Inc). Pakistan Tobacco Co recorded a retail volume share of 66% in 2014 while Philip Morris (Pakistan) accounted for 34% of retail volume sales. The remaining minimal share of volume sales is shared by other local manufacturing companies producing low-quality economy cigarettes targeted towards customers in rural areas.

Industry Prospects

Sales of cigarettes are projected to decline over the forecast period at a retail volume CAGR of 2% to a level of 55.3 billion sticks in 2019. As cigarette prices continue to increase, volume sales are bound to be affected. Consumers are expected to reduce their consumption or switch to cigarettes available through illegal trade. The annual volume sales decline, however, is set to lessen given the better economic conditions and higher purchasing power expected during the forecast period. This is evident from the anticipated increasing retail volume share of mid-priced cigarettes in overall cigarettes in the forecast period. However, illicit cigarettes continue to find their way into the country despite the regulations and laws in place. It is likely that this situation will continue, if not worsen, given the government’s failure in the implementation of laws. This will have a negative impact on growth and thus the volume CAGR is negative.
