On September 1, 2015, the Pakistani government increased the price of natural gas for domestic customers and industry. We believe that higher domestic gas prices in Pakistan will invite greater international investment in its E&P sector and pose an upside risk to the country's long-term gas production growth and minimise the cost burden of liquefied natural gas (LNG) imports on the government.

Completion of the Baluchistan Oil Refinery has taken Pakistan's refining capacity to 402,000b/d as of end-2015, though severe underutilisation of existing capacity will render the country dependent on refined fuels imports through to the end of our forecast period to 2025.

In January 2016, Jura Energy reported positive gas flows at its Sara-4 exploration well in the Middle Indus basin. Similarly, state-owned OGDCL hit gas at its Thal East Well #01 in Block 2769-15 in the Sindh Province, reaffirming our view that Pakistan's below-ground potential remains significant.
