In August 2011 the government introduced a raft of amendments to the Medicines Regulations 1984 and the Medicines (Standing Order) Regulations 2002, which allowed certain types of medicines to be sold through vending machines. The medicines approved for sale through vending machines included cough and cold remedies, travel sickness products, paracetamol and throat lozenges. Suppliers are required to adhere to safety regulations, such as small pack sizes, ensuring that children cannot operate the machines, and that medicines are kept at the correct temperature. Proponents of the change in the law included the Self-Medication Industry Association, which argued that changes to legislation were in the best interests of consumers, provided that safety regulations were followed. Nonetheless, the Pharmacy Guild opposed this change, arguing that changes could lead to increased potential for misuse or abuse. Only general sale medicines were available for sale through vending machines in New Zealand in 2013. Vending machine operators must apply for permission to sell a general sale medicine, and include details, such as pack sizes and vending machine locations, in their application.
