BMI expects Iraq's defence budget to reach USD22.3bn in 2014. We believe that the defence budget will increase to USD26.5bn in 2015, before reaching USD44.3bn in 2018.

We have given Iraq an overall security risk rating of 42 for Q314. Overall, the country has secured an average security risk rating of 49 for the period December 2007 until Q314. The discussion below will indicate that Iraq faces a moderately low risk of becoming involved in a major interstate conflict. Nevertheless, the country remains at high risk from suffering major terrorist attacks. Similarly, it also faces a high risk of experiencing significant criminal activity.

In terms of procurements performed during Q214, the US Department of Defense has announced plans to sell Iraq up to 200 High Mobility Multipurpose Wheeled Vehicles (HMMWV). Also in May 2014, the US Department of Defense announced that it will supply 24 Beechcraft AT-6C Texan-II counter-insurgency aircraft to the Iraqi Air Force.

Iraq's general election held on 30 April 2014 saw the incumbent prime minister Nuri al-Maliki win the largest number of seats in the country's parliament. Despite al-Maliki's victory, he will still need to form a coalition as he controls only one quarter of the seats in the country's parliament. Despite the general election violence continues largely unabated in several regions around Iraq. Anbar province has suffered particularly high levels of violence So far, in 2014 alone, over 2,000 people are thought to have lost their lives during bomb attacks which have mainly occurred in Baghdad.
