The development of cigars in Latvia could be tracked back to Soviet era, when Pogar cigarettes and cigar manufacturers started to produce cigars during World War II. However, regular Latvians remained unaware of cigars' existence up until 1960s, when Cuban cigars were brought to the Soviet Union. The close political relationship between two Communism countries brought to Soviet consumers such brands as Partagas, Cabanas, Montecristo, Belinda and Romeo y Julieta. However, cigars were still only available in limited quantities and with few stores actually offering them in the whole of Latvia. As a result, cigars started to gain awareness and raise interest among average consumers only in late 1990s, when Tabakas Nams Grupa started to expand its network of specialised tobacco stores.
