In December 2013, the COMEX (External Commerce Committee in Spanish) introduced Resolution 116, which controls imports of final products and raw materials. The resolution was allegedly created to control product quality by demanding importers obtain quality certificates approved by the INEN (Norms Institute in Spanish), but is more of an import barrier, as the government wants to reduce imports by at least US$6 billion by 2017. This created uncertainty and product shortages at the beginning of 2014. Imports became more normal after the first half of the year, when companies were able to obtain the certificates.

Kimberly-Clark Ecuador SA with its brands Scott and Kleenex and Productos Familia Sancela del Ecuador SA with its brand Familia were the leading companies in AFH tissue and hygiene in Ecuador in 2014.
