Cider production is not regulated by quotas in Belarus with the government’s regulation only involved in the setting up of excises for products. However, the government is interested in developing cider/perry production in Belarus, particularly from locally-grown fruit. As such, excise duties on cider/perry are set significantly lower than the excise duty for spirit-based RTDs or beer, also depending on whether the cider is grape or non-grape. In order to stimulate the domestic manufacturing of cider from local raw materials, the excises on non-grape cider in 2014 were almost four times lower than those for grape cider. The excise duty for both non-grape and grape cider for 2014 were increased by 9% and 23%, respectively at the end of 2014 compared with the end of the previous year, which also favours domestic production of non-grape cider.

In 2014 Lidskoe Pivo led total volume sales, with a 59% share, which increased by two percentage points over the previous year. Lidskoe Pivo is the largest cider/perry manufacturer in Belarus, with the largest production capacity. Lidskoe Pivo entered the category in December 2010, switching from the manufacture of spirit-based RTDs to cider/perry. The company became the category leader in 2011, and remained so over 2012 to 2014. The company’s products are more widely available in retail outlets than other cider/perry brands, another factor behind the company’s success in Belarus.
