Legal consumption remained unchanged in 2014 thanks to the continuing reduction of illicit cigarettes, which has been achieved largely as a result of more efficient border control. In addition, Estonians are more negative about illegal cigarettes and their appeal has lessened. Therefore, despite positive growth rates, general cigarette smoking in Estonia continued to experience mild decline. Furthermore, consumption was negatively affected by the ongoing boom of e-cigarettes and increasing health awareness, which was forcing more Estonians to quit smoking.

Competitive Landscape

Four major multinational players operate in the local cigarettes category. Since all players are having to deal with a declining consumer base and stricter regulations, it is very unlikely that new players will appear. There were no privatisations in 2014 and the future appearance of these is rather very unlikely.

Industry Prospects

Companies will continue to adopt the requirements of the new tobacco law and make adjustments to their development process and production. As the proposed regulations are targeted to diminish the attractiveness of tobacco products especially for "new" smokers, the consumer base in the forecast years is expected to decline. The migration towards vapour devices will continue as these products are expected to pose less harm to one’s health. Despite the strengthening negative pressure from legislation and the general attitude in society, giving up smoking will remain very difficult so a sharp drop in the consumer base is not expected. Although legal cigarettes are becoming less attractive and affordable, a notable shift towards illegal cigarettes is not projected. The situation will rather be the contrary as the improving battle against illicit tobacco products will help to continue the decline of these goods.
