There is virtually no tradition of smokeless tobacco consumption in Belarus. Consumers are even less aware of smokeless tobacco than they are of smoking tobacco. The product only appeared in the country in 2007 and at the end of the review period there was only one product type available, dry snuff. Overall, just 170kg of this product was sold in Belarus during 2014.

Competitive Landscape

All of the smokeless tobacco products available in Belarus are imported and there are no companies involved in the domestic manufacture of these products. Since 1 January 2008, when the rules for tobacco imports were changed, all tobacco imports in Belarus have been carried out via just one State-owned company, Belarustorg RUE. The private company DelfiDealing was previously involved in both the importation and wholesale distribution of tobacco; however, since January 2008, this company has been involved strictly in the distribution of tobacco in Belarus.

Smokeless tobacco is expected to decline in volume at a CAGR of 1% over the forecast period, while value sales are expected to increase at a CAGR of 1% at constant 2014 prices.
