Despite a 3% increase in average unit prices, consumers demonstrated steady rising demand for cigarettes during 2014. Domestic manufacturers continued losing shares due to the increase in excise levies. The excise increased in 2013 with further rises planned. As a result, local producers are unable to sell at low prices and compete with imported brands. Moreover, Georgian smokers mainly consume standard and premium segment cigarettes and prefer international brands over domestic ones, while growing health awareness shifted demand towards "less harmful" products, such as ultra-low tar and ultra slim cigarettes.

Competitive Landscape

The Georgian tobacco industry has not been monopolised since the 1990s and the privatisation process has since been completed. Omega Group Tobacco (OGT) and Georgian Tobacco (GTM) are currently two key producers in Georgia. OGT manufactures cigarettes in the mid-priced segment with the company also actively importing tobacco products. Georgian Tobacco owns one of the old Georgian brands Pirvelli and offers comparatively cheap products. Japan Tobacco and British American Tobacco are the largest importers of international brands in the country.
