New Study: Ukraine Petrochemicals Report Q4 2015

Ukraine's political crisis continues to bite into the industrial sector with the petrochemicals industry feeling the full force of recession. There are no upsides in the foreseeable future as the economy continues to spiral downwards in tandem with its main export market, Russia.

Much of the country's petrochemicals sector is shut down if it is not operating at a fraction of capacity. While the majority of capacity is located in the west of the country and is unaffected by conflict, a dysfunctional market and lack of export opportunities have led to a collapse in the sector. Moreover, doubts linger over whether much of the country's petrochemicals industry will survive in the long-term.

In H115, rubber production fell 32.6% and plastic output down 14.7% y-o-y in H115. This mirrored the collapse in industry generally. These marked steeper declines than in 2014 when plastic fell 9.4% and rubber declined 15.3%. The sectors have witnessed years of decline and 2015 will be no exception. The outlook is bleak until the country can overcome its political difficulties, something we do not anticipate in the near future.

Ukraine's largest petrochemicals producers - the fertiliser producer Stirol, which operates in the troubled east - and Lukoil-owned Karpatneftekhim - which operates the countries polyethylene and PVC plants - are shut with no firm plans to re-open them at the time of writing.

The automotive and construction industries, the main domestic consumers of petrochemicals, will remain in a crisis situation and will decline to new historical lows this year. Meanwhile, export markets - of which recession-hit Russia, with which the country is in de facto conflict, is the main market - are unlikely to offset the domestic decline.
