There are few opportunities for new infrastructure-focused players in Bulgaria's mobile and wireline voice and broadband markets. New LTE operator Max Telecom has wisely partnered with Blizoo , putting pay-TV services at the heart of its business model. In effect, though, it is merely following in the footsteps of incumbent Vivacom and alternative player M-Tel . The high quality of Vivacom's FTTx and xDSL markets will be a major barrier to Max Telecom's expansion and a partnership with M-Tel, which has yet to fully leverage the potential of its cable TV network, would be another wise move. We see no real opportunities for a fourth mobile network operator .
