The fixed telephony and fixed broadband markets recorded mixed fortunes in FY13, with a contraction in the former and positive growth in former.

Under Israel's existing regulatory framework, two companies, Bezeq and Hot Telecom are licensed broadband infrastructure providers, while several other companies such as Cellcom-owned 012 Smile and Partner Communications' Netvision are only licensed to provide broadband access services. This regulatory framework has discouraged investment and competition in the broadband market. Without licences to build and operate their own infrastructure and without regulation forcing down wholesale access costs, there have been few commercially viable ways for alternative service providers to challenge Bezeq and Hot with competitively priced broadband offerings. However, new regulations announced in November 2014 forcing Bezeq to open wholesale access to its DSL infrastructure will catalyse competition and open new growth opportunities for Israel's struggling mobile operators and their fixed-line and broadband subsidiaries.
