Finland has the highest penetration rate in Western Europe, as many users complement their usual mobile phone subscription with one specifically for mobile broadband. However, the Finnish government seeks to expedite the construction of communications and electricity networks with acts on shared construction and use of infrastructure. On November 12, the Finnish Ministry of Transport and Communications decided to implement an act covering sharing of networks and to revise the Information Society Code regarding networks within buildings. The acts are expected to be effective from July 1 2016. The government aims to slash the construction costs of high-speed broadband networks, by boosting collaboration among grid operators and to facilitate the development of digital services and functions.

The mobile market recorded 1.2% y-o-y growth to Q315 and reached 10.0mn subscriptions.
Mobile data traffic continues to grow, almost doubling y-o-y from 135 Petabytes (PB) in H114 to 266PB in H115. This has been driven by dedicated mobile broadband services and unlimited data plans.
Fixed voice subscriptions have fallen to 580,000 in H115 from 690,000 a year earlier. However, IPTV subscriptions are slowly but steadily rising and have reached 376,000 at the end of H115 indicating some room for converged services especially as wireline services provide higher ARPU than mobile services.
At the end of H115, there were 1.732mn fixed broadband connections.
